The first phase of Procase was carried out between 2013 and 2020 , with funding from the International Fund for Agricultural Development (IFAD) . The project aimed to promote sustainable rural development in the semi-arid region of Paraíba.
During this period, Procase operated in 56 municipalities across the territories of Eastern and Western Cariri, Curimataú, Seridó, and Médio Sertão, strengthening family farming and expanding opportunities in rural areas.

Procase strengthened the production, income, and organization of farming families, supporting sectors such as goat and sheep farming, fruit growing, beekeeping, handicrafts, and small agro-industries.

Procase's initial actions focused on Productive Projects, managed through family farming associations and cooperatives.

technical assistance (ATER)
The Technical Assistance Service (ATER) supported production in 750 communities served by Procase.
Throughout the project, 11,750 families received technical support, with R$ 18.1 million invested , strengthening productive projects and the organization of family farming.

Faced with the worst drought in the last hundred years (2012–2017), Procase implemented Emergency Plans (EPs), structured as follows:

desalination
Procase invested R$ 5 million in the installation of 61 desalination plants in 38 municipalities, benefiting 1,600 families.
The project improved access to water and the health of families by reducing the time spent searching for potable water, increasing availability for production and livestock, and decreasing the incidence of diarrhea among children and the elderly.
Agricultural Mechanization
To strengthen production, 9 mechanized patrols were delivered on loan to the municipalities of 9 cities benefiting from the São Francisco River diversion project. The patrols benefited 1,681 families and reduced agricultural service costs.

Each community was the protagonist of its own story.
O Procase registrou 7.591 participações em ações de formação (cursos, oficinas e intercâmbios), com 56% de mulheres.
Foram concedidas 206 bolsas para jovens da zona rural atuarem como multiplicadores nas comunidades.
Entre 2015 e 2019, foram realizados 5 intercâmbios quilombolas, fortalecendo organização, identidade e articulação social.
A Caderneta Agroecológica foi aplicada com 55 mulheres, revelando uma geração de renda de R$ 154,2 mil e fortalecendo o papel econômico das mulheres.

Promoting sustainability and strengthening productive inclusion.
The actions undertaken promoted the integration of environmental conservation and sustainable production in the semi-arid region, with a direct focus on strengthening family farming, resulting in concrete progress:
The project promoted the implementation of nearly 900 ILPF (Integrated Crop-Livestock-Forestry) systems.


Implemented 31 Agroforestry Systems (SAFs)

Photovoltaic energy was installed in 6 cooperative agro-industries.

It produced and distributed more than 16,000 seedlings.
Supported the improvement of 699 hectares with good practices and management of the Caatinga biome.
